Hiroshi Nishiguchi Nishiguchi has served as the secretary general of the Japan GPS Council since its establishment in November 1992. The group's charter encourages propagation of GNSS applications with emphasis on dual-use GPS in the civil user community.

In 1999, he was appointed the first Far East Region Vice-Chair of the International Information Subcommittee of the Civil GPS Service Interface Committee. Prior to his assignment he worked for Mitsui & Co., Ltd. While in Mitsui he took the initiative to launch the JGPSC.
