Joint Statement By The United States of America And The Republic of Korea On Civil Global Navigation Satellite Systems Cooperation

Since 2018, the United States of America and the Republic of Korea (ROK) have been discussing cooperation on the matters of compatibility, interoperability and transparency related to civil satellite navigation consistent with the mutual interests of both countries.

On the basis of a series of discussions between their representatives and experts, the Government of the United States of America and the Government of the Republic of Korea intend to continue cooperating on matters of mutual interest related to the U.S. Global Positioning System (GPS) and the ROK's planned Korean Positioning System (KPS).

The two governments plan to work together to ensure compatibility and enhance interoperability of GPS and KPS for civil purposes. In order to meet their shared interests, the United States and Republic of Korea intend to pursue the following activities:

Collaborate on signal designs for KPS to ensure compatibility with GPS, and complete radio frequency compatibility coordination between GPS and KPS under the framework of the ITU
Pursue interoperability, to the extent possible, of KPS with GPS and other Global Navigation Satellite Systems;
Facilitate mechanisms and bilateral meetings to exchange technical information on the civil aspects of KPS and discuss related matters of mutual interest.
