SVN-26 was a Boeing/Rockwell International Block II GPS satellite launched 07 July 1992 one of the first generation of operational GPS satellites with a design life of only 7.5 years. A testament to the satellite engineers and the men and women of the Air Force, the Second Space Operations Squadron at Schriever Air Force Base has successfully managed SVN-26 in its mission for over 22 years. On 7 Jan, SVN-26 (PRN-26) was transferred from the operational ground control system (AEP) to Launch, Anomaly and Disposal Operations (LADO). In the near-term, PRN-26 will be used for clock checkout activities on a few LADO satellites. The compatibility test for SVN-71, the next IIF satellite to launch (SVN-71/IIF-9) is scheduled for the week of 19 Jan. PRN-26 will be used by SVN-71 for the compatibility test and then be used again for LADO satellite clock tests. PRN-26 will be reassigned to SV-71 just prior to launch. That relationship is maintained through leap second implementation transitions by IS-GPS-200 compliant user equipment. For leap second transition, user equipment must utilize the notice regarding a scheduled future delta time due to leap seconds (?tLSF), together with the week number (WNLSF) and the day number (DN) at the end of which the leap second becomes effective. On or about 21 January, 2015 those GPS navigation messages began to include future leap second data which indicates an increase in the leap second to become effective at the end of June, 2015. IS-GPS-200 revision H, dated 24 Sep 2013 paragraph 20.3.3.5.2.4 Coordinated Universal Time (UTC), documents the appropriate algorithm details to ensure correct utilization of the parameters above (including all potential truncated week number transitions and variations in time of processing relative to satellite upload timing near the future leap second effectivity). The data upload for the June 30th leap second, initiated with SVN48/PRN07 at 18:33:56z on January 21st, was correctly executed. However, there are several receivers brands/models that seem to be mishandling this information and applying the leap second now. This is creating a negative one-second offset in faulty receivers. The U.S. Coast Guard Navigation Center has reports of these receivers causing synchronization issues with radios, computer systems, and data logging equipment. Users experiencing issues with GPS receivers that began on January 21st, 2015 should contact the receiver manufacturer to determine if the latest firmware or software patch can correct the issue. Several new briefings were part of the Plenary session this year, including presentations from the 19th Space Operations Squadron that provides GPS Launch, Anomaly and Disposal Operations (LADO), from NASA on space missions and their success in using GPS side lobes for space navigation beyond Geostationary orbit, and from Airservices Australia detailing progress in providing a Global Tracking capability in the wake of the missing Air Malaysia MH370 aircraft in the Indian Ocean. The GPS IIF satellites feature new clocks, new civil and military signals, and other upgrades for enhanced accuracy and robustness. The Air Force has produced 12 IIF satellites and plans to launch the final IIF satellite in February of 2016. Currently, there are 31 GPS satellites in operational service, including 10 Block IIF satellites and 21 spacecraft from previous generations.
