Nishiguchi has served as the secretary general of the Japan GPS Council since its establishment in November 1992. The group's charter encourages propagation of GNSS applications with emphasis on dual-use GPS in the civil user community.
In 1999, he was appointed the first Far East Region Vice-Chair of the International Information Subcommittee of the Civil GPS Service Interface Committee. Prior to his assignment he worked for Mitsui & Co., Ltd. While in Mitsui he took the initiative to launch the JGPSC.
